Structure an offering from an accepted deal
Issuance turns a committee-accepted submission into a launchable offering: terms, documents, policies, readiness.

Freezes, corrections and account recovery run through the ledger with two people and honest failure states.

Propose a correction only after a reconciliation mismatch exists.

There is no route that edits units directly.
